COVID-19 COMMUNITY OUTREACH

What is COVID-19 Community Outreach?

COVID-19 Community Outreach (CCO) is a national response to the societal impact of the coronavirus outbreak, coordinated by The Wheel and Irish Rural Link, and funded by the Department of Rural and Community Development.

It seeks to ensure that vulnerable demographics across Ireland — such as older people, people with long-term medical conditions, and people with additional needs — have access to the highest quality information and support while helping to ease pressure on state services.

How does it work?

CCO will link and support the thousands of community groups across Ireland who are already working to support the most vulnerable people in our communities.

CCO engages a network of Community Champions across every county in Ireland. These individuals already have strong links within their local communities, existing experience of working with volunteers and community and local organisations, and are already in contact with the people that the programme seeks to reach.

Community Champions work with local community groups to:

  1. Disseminate accurate information quickly throughout their local area, with a particular emphasis on hard-to-reach, vulnerable audiences;
  2. Connect existing community and volunteer efforts, in relation to ensuring safe and effective non-medical services;
  3. Identify emerging gaps in community services, communicate them promptly to local organisations as relevant (statutory or community-based), and, where necessary, to the National Coordination Team; and
  4. Liaise with relevant regional services to ensure that people recovering at home or returning from hospital receive necessary social supports.

Irish Rural Link Welcome Funding of €40 million COVID-19 Support Package for Community and Voluntary Organisations

Irish Rural Link (IRL) has today welcomed the announcement by Minister Michael Ring and Minister Sean Canney, of a COVID-19 support package of €40 million for Community and Voluntary Organisations, Charities and Social Enterprises. Full statement is available here

The package consists of a €35 million ‘COVID-19 Stability Fund’ which will provide a level of support to qualifying organisations who are most in need and have seen their trading and/or fundraising income drop significantly during the crisis and a €5 million Philanthropy Fund.

Applications for the Stability fund will be open from Monday 11th May and will close on Wednesday 20th May at 5pm. The guidelines, further information about the scheme and how to apply and application forms (available from 11th May) are available on Pobal website here

Community Call Advice and Contact Information

On Thursday 2nd April, the Minister for Rural and Community Development, announced the Governments ‘Community Call’ to link local and national Government with the community and voluntary sectors. It aims to coordinate community activity, direct community assistance to where it is needed, and marshal the volunteering energy of the country while people are cocooning. Our COVID-19 Community Outreach Champions are working as part of this Government Initiative helping to fill the gaps in services and identifying the needs of people living alone who are cocooning. Smart Rural Project: Expression of Interest to become a Participant Village/Rural Town

Preparatory Action on Smart Rural Areas in the 21st Century

What is the ‘Smart Rural’ Project About?

The ‘Smart Rural’ project is a two and a half-year project coordinated by E40 Group and supported by the European Commission (DG AGRI) with the overall aim to promote and inspire villages to develop and implement smart village approaches and strategies across Europe, and to draw conclusions and support future CAP interventions on smart villages.

17 villages are selected across Europe to receive guidance and technical support through the project. 5 villages have already been selected in Ireland (Dingle, Co. Kerry), Finland, France, the Czech Republic and Greece, and a further 12 villages will be selected up until the 5th of May 2020.

Is our Village/Rural Town an Ideal Candidate?

Your village/rural town is an ideal candidate if it:

  • Needs support, ideas and inspiration to become a smart village
  • Has enthusiastic leaders who are committed to develop and implement a smart village strategy
  • Has the relevant human capacity to mobilise for the smart village process
  • Would benefit from specific expert guidance to progress with village development plans
  • Ideally has some basic technical capacity, including sufficient broadband connectivity or relevant infrastructure (e.g. community spaces) – although this is not a pre-condition
  • Ideally has some initial ideas, flagship projects or planning activities done that the smart village process can build on – although this is not a pre-condition
  • Is open to knowledge exchange and cooperation with other villages and stakeholders

According the Irish National Rural Network ‘Smart Villages, and Smart Rural Towns in an Irish context, are rural communities that put measures in place to help retain and attract people to live and work in their locality’.

How do I Apply?

You need to complete a simple application form (please see: https://form.jotformeu.com/E40/smart-rural-application) describing:

  • The key characteristics, challenges, assets and opportunities of your village/rural town
  • The motivation to become a smart village
  • The added value that you expect from becoming a participant village and the support that your village/rural town needs.

What do you get if selected?

If your village is selected the project will:

  • Provide specialist expert support for strategy development & implementation
  • Allow your village to visit and get inspiration from other villages
  • Allow your village to take part in exchange and capacity building with other participant villages through the Smart Village Academy events
  • Promote your village and give it visibility in European-level discussions and exchanges

If you think your village/rural town is ready to undertake an exciting smart village journey, then apply until the 5th of May 2020 to become one of the participant villages in the Smart Rural Project!

New Social Distance Measures while Outside

The Government announced yesterday, 24th March, new measures in relation to going outdoors during COVID-19 pandemic. Due to overcrowding of public parks, beaches, popular walking sites, playgrounds, many of these are now closed or there is an increase presence of Park Rangers and Gardai at these sites. It is still important to get out during self isolation, for both physical and mental health, but we must take responsibility for our own safety and the safety of others and maintain the recommended 2 metre distance from others. Leave No Trace have developed a set of guidelines to help people to get out and enjoy the outdoors while maintaining social distance. These include;

Plan Ahead – Check weather, bring proper clothing and footwear, water and food. Park and walk responsibly.

Expect Closures –  Before leaving home, consider lack of usual  facilities such as toilets, shops, cafes, restaurants.

Stay Home or Local – Unwell? Don’t go! Feeling well? Look for local trails, hidden gems, explore closer to home.

Be Considerate: Maintain social distancing throughout the day – at least 2 metres apart. There is plenty of space in the outdoors for everyone!

Time and Place: Find those hidden gems, avoid peak times, avoid difficult routes. Adhere to HSE guidelines.

Leave No Trace: Don’t rely on or add to already overburdened services. Bring your own rubbish home.

Be Dog Responsible: Keep dogs under control. Mind out for young wildlife. Pick up and bring home dog waste.
